The mLab system is aimed at improving the availability and timeliness of test results for EID/PCR, viral load and CD4 count from reference/testing labs to ordering facilities. It sends SMS messages containing laboratory results through a secure and confidential platform to the designated caregiver at the healthcare facility thereby cutting down on the turnaround time and improving on timely interventions on care and treatment. The objective is to reduce the turn-around time (TAT) from the time blood samples are screened at the reference laboratory to delivery of results to the health facility and ultimately linkage to care. mLab has security measures put in place including using facility SIM cards that are password protected. Access to results is limited to designated individuals at the facility who in most cases are the laboratory person and the CCC clinician. Results are transmitted using the patient clinic number and no personally identifiable information is included.

Key Population (eKP System)
For a long time linkage to care and treatment provided to the key population (KP) has faced several challenges that have impacted both the efficacy of care and the accuracy of reporting. Several ministry of health (MOH) partners and CDC implementers support clinics have had challenges in patient follow up and tracking, brought about due to stigma around KP results in client using multiple identities to avoid being known and visitation to several clinics for treatment, resulting in incomplete care and data on patients. To help provide a remedy, there was a need to develop a platform for KP, to help in the unique Identification Management and Centralized Monitoring and Evaluation Data Collection portal.

EID/PCR TESTING – SMS PRINTERS
The SMS printers project was initiated with the objective of facilitating the timely delivery of Early Infant Diagnosis (EID) Polymerase Chain Reaction (PCR) and Viral Load (VL) results from testing laboratories to health facilities in order to minimize morbidity and mortality in HIV exposed infants and people living with HIV (PLHIV). This is done by sending Short Message Texting (SMS) via SMS printers stationed at the health facilities and provides instant data communication between health facilities, reference laboratories and EID participants. To ensure data privacy and confidentiality, the SMS printers are kept in the facility laboratories or Comprehensive Care Centers (CCC) only, where access to the printers and the results is limited to the persons’ in-charge. Transmission of results to the SMS printers is via the facility SIM card only and results are transmitted using the client numbers/unique non-identifiable numbers.
